Needle exchange programs are facilities that allow injecting drug users to trade in their used needles for sterile ones. This helps prevent the spread of diseases like HIV/AIDS, and help monitor substance abuse in that area. Many states push back against needle exchange programs because they believe that they promote substance abuse. However, the purpose of needle exchange programs is to minimize the spread of disease and minimize casualties, not end addiction.
Indiana Needle Exchange Programs
Scott County, Indiana saw an unprecedented HIV outbreak last year, due to the prevalence of intravenous opioid abuse. Over 180 residents tested positive, with a couple hundred more suspected. In response to this, the governor authorized 30-day needle exchange in Scott County, which since then expanded. In a poll taken by lawmakers in Indiana to take the needle exchange program state-wide, 69 percent voted in favor. Dr. Jennifer Wathall of State Board of Health says “This particular epidemic of HIV is the first of its kind”.
The tragic HIV outbreak in small town Indiana marks the epitomy of America’s continuous battle with prescription drug addiction. Needle exchanges are normally a privilege allowed to larger metropolitan areas, which one normally would think were prone to higher concentrations of intravenous drug use. Nowadays, the the opioid epidemic has become even more prevalent in the rural areas of the country and has sparked concern from lawmakers across the map to take action to expand treatment options.
